Versions allow you store and manage different versions of each page on your site. This allows you to edit a page in the Sections module for instance, and save it without making it public. Later, you can publish this updated version of the page. Or, if you realize that latest version of a page is incorrect, you can choose to revert to an older version that has been saved.
Versions are implemented with specific modules. If implemented with the Sections module, then all Sections pages can be saved in versions. However, modules do not have Versions implemented will not save versions of those pages.
